What are cookies?

They are small text files that sites visited by users send to their computer. The text memorises information that the site can read when the user visits the same site again.
Some cookies are necessary for the site to work properly; others are useful to visitors because they make browsing pages faster and easier. The advantage of having cookies installed on your computer is in browsing speed given that it is no longer necessary to provide the same information several times to access a site you have already visited.
The Data Protection Supervisor, in order of 8 May 2014 (published in the Official Gazette no.126 on 3 June 2014), defined two distinct micro-categories of cookies.

Technical Cookies

Technical cookies are those used for the sole purpose of “carrying out the transmission of a communication over an electronic communications network, or as strictly necessary for the provider of an information society service explicitly requested by the subscriber or user to provide that service”. (see article 122, paragraph 1, of the Code).

They are not used for other purposes and are usually installed directly by the web site owner or operator. They can be divided into:

  • navigation or session cookies which guarantee the normal navigation and use of the website;
  • aAnalytical cookies, treated as technical cookies where used directly by the site manager to collect information, in aggregate form, relating to the number of users and how the same use the site;
  • functional cookies, enable the user to browse on the basis of selected criteria (for example language) in order to improve the service provided by the same.
